China's OpenClaw Frenzy: 20M Users, Tencent Setup Events, and Shenzhen Government Subsidies

OpenClaw’s explosive adoption in China shows no signs of slowing. In just one month, the open-source AI agent platform has reached 20 million monthly active users and 250,000 GitHub stars in China alone, according to a ReferChina report.

Tencent’s Shenzhen Setup Events

Tencent hosted free in-person OpenClaw installation sessions at its Shenzhen headquarters, drawing hundreds of attendees. Nearly 1,000 people queued outside Tencent’s offices to get the software running on TencentCloud, with the event spreading far beyond the traditional developer community. The “lobster victims” — as early adopters have come to be known — are now forming their own local meetup groups.

Government Backs the Ecosystem

Shenzhen’s local government announced “zero-cost startup support” measures for OpenClaw-based ventures, cementing the city’s reputation as China’s Silicon Valley. The package includes subsidies and startup support aimed at fostering a local ecosystem around the self-hosted AI agent platform.

A Mixed Blessing for Chinese Authorities

The enthusiasm is testing China’s AI regulatory framework. Reports of data handling issues — including OpenClaw storing WhatsApp messages in plain text in some configurations — have raised concerns. Still, 93% of respondents to a 2026 KPMG survey said they already use AI in their work, suggesting the adoption wave is unlikely to crest soon.

The Business Opportunity

With QQ boasting over 600 million monthly active users and LINE serving around 200 million users in Japan and Southeast Asia, the upcoming OpenClaw 2026.3.31 release’s native QQ Bot bundle and LINE media integrations position the platform for customer service automation at massive scale across Asian messaging ecosystems.
