Shenzhen Longgang District Puts Real Money Behind World's First OpenClaw Support Policy
Shenzhen’s Longgang District has released a draft policy for public comment explicitly committing fiscal funds to support OpenClaw entrepreneurship — and the numbers are substantial.
The policy, titled “Several Measures of Shenzhen Longgang District to Support OpenClaw & OPC Development,” covers three core areas:
Free Deployment Support: Platforms can establish “Lobster Service Zones” offering free OpenClaw deployment services to developers. Enterprises contributing code or developing skill packages can receive subsidies up to 2 million yuan.
Data and Compute Subsidies: High-quality public datasets are being opened up, with 30–50% subsidies on data services, AI NAS hardware, and large model API usage. Newly settled enterprises also receive three months of free compute resources.
Full-Chain Entrepreneurship Support: From 2 months of free housing and 18 months of discounted office space, to up to 100,000 yuan in talent settlement grants and up to 10 million yuan in equity investment — covering every stage from arrival to growth.
What’s notable beyond the figures is the speed. OpenClaw has been in the spotlight for barely two months, and the window from research to published draft was approximately three weeks.
